In 2021 Blueline Development brought a proposal to the County that called for a land deal. In exchange for 152-acre Larchmont Golf Course, the County would obtain 157 acres of land the developer owns off Highway 93 south of Missoula near the Bitterroot River. As part of the deal, a new public golf course was proposed to be developed on that property where housing cannot be built because it is in the floodplain.

At a December 2021 public meeting, the Missoula County Commissioners shelved the proposal and instead directed staff to proceed with an already planned County Lands Inventory, Assessment and Strategic Plan to determine whether there’s opportunity to divest properties for affordable housing or other public benefit. The County Lands Inventory and Assessment  was published in summer 2023 and the second phase, the Strategic Plan, will come out in early 2024.
